Absolutely excellent program that saved a ton of room on my hard drive, clearing out duplicates as well as several multiple-size images from an earlier effort to compress some really big photos. The best part is how it automatically sees two photos that are already very similar and helps you pick the better one to archive. There were only one or two false-positives in a batch of hundreds (a concert picture somehow got paired with a painting of Mozart). |

paint.net is an image and photo editing software with support for layers, unlimited undo, image effects and a tabbed thumbnail interface. The program includes a variety of paint bushes and selection tools as well as image filters such as sharpening, red-eye removal, distortion, noise etc.
The program supports plugins and will automatically start in 64-bit within an operating system that supports it.
Use 4.3.12 for: Windows 7 (32/64-bit) [with Platform Update], 8.1 (32/64-bit), or 10 (32-bit). It can be downloaded from here or here.

Data Crow is a powerful media cataloger and organizer that allows users to manage all their audio, software, book, movie and photo collections in one customizable tool. The program can create a huge database containing all your collected items. Slimjet is not portable to any useful degree. Don't even try it. I lost all of my extensions and (all?) settings, browsing session. (Bookmarks, history remained...)

The problem avada describes still persists in version 26. I used Slimjet portable on my Windows 7 PC with no problems. In February I moved to a new PC with Windows 10, copied Slimjet from the old PC on a USB stick, and from there to the new PC , started it and all extensions and settings were gone. Only the profiles and bookmarks were kept. |

From their website: R-Undelete run in the free Home mode has no limitations for recovery from FAT partitions and also allows you to evaluate how the software recovers lost files from the NTFS file system, for which it has a limitation to recover files larger than 64KB. [filelist] can be previewed to estimate recovery chances before you upgrade the Home version for recovery from NTFS partitions

Pixia is a powerful raster graphics editor with a unique user interface. It includes various photo filters, brushes, layers, text and broad file format support. Note that the program has a fairly unique interface so, when learning Pixia, it's easier to discard everything you know about other editors like Photoshop or Paintshop and start from scratch with the tutorials and help files.

Webfork is correct, there is a portable version. Worked fine for me on XP. I also like the knockoff of it called Pinta available for Linux. It's not full-featured yet, but it certainly works.
