Synopsis: TCP Optimizer provides an easy way for optimizing Windows TCP/IP parameters. It takes into account all related RFCs, the Microsoft TCP/IP implementation oddities, verifies all Registry locations for the same TCP/IP parameters (ICS Sharing, AOL protocol MTU, etc), only adds the necessary Registry parameters, and overall aids in making the whole "tweaking for speed" experience a breeze.
Writes settings to: Windows registry. But given the nature of the application, I think it can be accepted as portable.
How to extract: Download the standalone EXE file to any folder of your choice. Launch TCPOptimizer.exe.

Synopsis: SmartSniff allows you to capture TCP/IP packets that pass through your network adapter, and view the captured data as sequence of conversations between clients and servers. You can view the TCP/IP conversations in ASCII mode (for text-based protocols, like HTTP, SMTP, POP3 and FTP.) or as hex dump. (for non text-based protocols, like DNS).

On Win2K/XP, SmartSniff is able to capture TCP/IP packets using raw sockets. This method has some limitations and problems, but it does not require the installation of a separate capture driver.

A better way to capture TCP/IP packets is to install the open-source WinPcap capture driver. This works on Windows 98/ME/NT/2000/XP/2003, and functions better than the "raw sockets" method.

How to extract: Download the ZIP package and extract to a folder of your choice. Launch smsniff.exe. Optionally, add IPToCountry.csv in the same directory as SmartSniff to show the Country of origin for each IP address.

Synopsis: M3U Dropper creates, imports, and organizes playlist files that take selections from an audio/video collection and put them in an order of your choice. This is useful for example in creating a mix of songs or videos with a specific mood or purpose. As the name suggests, the program creates M3U files which are used in most software players (Winamp, Foobar, etc.) and some hardware players.

Although other programs can generate these files, M3U Dropper can use a more portable method of relative pathways.

A 64-bit version is also available for download from the website.

Note: according to the author, Windows Media Player and VLC support playlists with "mixed media," or both audio and video.
