Artweaver is an image editor that tries to simulate natural brush tools eg. chalk, charcoal, pencils. It supports common image formats such as BMP, GIF, JPEG, PCX, TGA, TIFF, PNG and PSD, in addition to its own format (AWD). Image editing functions includes selection, gradient, crop, fill, transparency, layers, effects (sharpen, blur, emboss, mosaic etc.).

A Pro version is available with additional functionality: a feature comparison is available. The pro version has not been tested for portability.

How to extract:
  1. Download the installer and extract to a folder of your choice
  2. Move the contents of {app} to a folder of your choice
  3. Create a text file Artweaver.ini in that folder with the content:

    [Settings]
    LangFilePath=Languages\Artweaver_en.lng

  4. Launch Artweaver.exe

I used Universal Extractor to open the installer, then copied the {app} folder to my PortableApps directory on my USB drive. I renamed it to Artweaver and created the .ini file. Seems to run just fine! I guess the {embedded} directory contains license files and so forth; not necessary to run the program. Very nice!

@foxcole: click the link in 'how to extract.', you need to replace bin/innounp.exe with the latest version, yours only supports versions up to 5.1.1. Innounp version 0.36 supports unpacking version 5.4.2 Inno Setup installers.
Worked for me.

Snipaste is an easy screen capture and image edition program, with the ability to detect windows and menus and supporting pixel-level control. Both captured images and various clipboard content can be pasted as a floating window to the desktop. Windows can be moved, organized into groups, saved to file, as well as basic editions like rotation, zoom, translucence, etc.

The program can grab colors, supports themes, and includes multi-screen support. The default keys (which can be customized) are F1 for Snip and F3 for Paste.

I tried Snipaste for awhile and gave it an honest chance but 4me it doesn't compare to zScreen (I use older version) which I have used for a very long time. I'm really open to finding and using a new or different screen capture pgm. I just haven't found it yet. Not to take anything away from Snipaste cuz in fact it is a good app and easy to use.

It should be mentioned that the screenshot shows the unreleased Pro-version. The actual program does NOT support layers!

iPhotoDraw is a image editor and screencapture program. The program enables image filters, transformations, addendums, layers, and arrangement. Photo filters include brightness/contrast, hues/saturation, inversion, sepia and grascale. Addendums include description text, call-out boxes (ballons), dimensions, stamps (1, 2, 3 ...) and more.

The program also includes image slicer, watermarks, a color picker, stamps, and batch operations. Images can be sent to Microsoft Office, FTP, or other external programs.

Pixia is a powerful raster graphics editor with a unique user interface. It includes various photo filters, brushes, layers, text, and broad file format support. Note that the program has a fairly unique interface so, when learning Pixia, it's easier to discard everything you know about other editors like Photoshop or Paintshop and start from scratch with the tutorials and help files.

64-bit version compatible only with Win8+.

Webfork is correct, there is a portable version. Worked fine for me on XP. I also like the knockoff of it called Pinta available for Linux. It's not full-featured yet, but it certainly works.
Off-topicP If you really want portable, put your favorite version of Linux including whatever programs you want on a USB stick and you've got an entire portable OS!
