This tool has been on my computer for years now - its a missing system program that everyone should have in their Control Panel for ANY Windows 9x-XP install. Fixes one of the worst problems with Microsoft: every program trying to dig itself in and run at startup whether you want it or not.

Author is quick to point out his program isn't necessary for Vista. Go to Control Panel > Performance Information and Tools, and then click on Manage Startup Programs.
