EVE (Embedded Vector Editor) is a tiny vector-based drawing tool. Additional object libraries can also be downloaded, including logic gate circuit symbols, flowchart symbols etc.
Note: There is also EVE Web Edition, which supports SVG export/import.

Thanks for re-adding this great little app. I'll let the group know if it ever doesn't work on an OS that I am aware of. So far, so good.
