How to extract:
  1. Download the ZIP package and extract to a folder of your choice and then do one of the following:

    • Create an empty text file in the application folder and name it jcpicker.ini
    • Run jcpicker.exe /ini and then close the program
  2. Launch jcpicker.exe

The instructions say:
"Run jcpicker.exe /ini and then close the program"
How do you Run that? In the folder there is an exe and an ini file, but not an exe /ini.

Type '[Windows key]+R', drag and drop 'jcpicker.exe' into the "Run" dialog, edit the the character string you just placed in the "Open" field, adding " /ini" at the end, click the "OK" button and presto... it's called a "Command Line Parameter".

ColorPix is a simple color picker that gives you RGB, HEX, HSB and CMYK values that can be copied with shortcut keys or single left mouse click. It has a collapsible magnifier (max. 28x) and can stay on top of other windows.

Easily my favorite color picking app, mainly for the compact size, any key locking, and one-click copying of values.

Adding HSL values would make it even better.

ColorPicker allows color code selections, primarily for web development. Colors can be selected similar to the Windows color selection via an HSL color graphic, and both HSL and RGB values can be adjusted individually. So-called web-safe colors can also be selected via a graphic (e.g. for 3-digit CSS color values) and values can be copied or pasted in different formats. The program allows automatic copy and paste of values that enable data exchange with other programs, including text and HTML editors.

Color code formats include hexadecimal, decimal RGB, CSS hexadecimal, CSS 3 digits hexadecimal, CSS RGB decimal, CSS RGB percent, CSS HSL).

Pixie v4.1

Pixie is a utility made especially for webmasters and designers with the ability to simply point to a color and get the color's values in HEX, RGB, HTML, CMYK and HSV. You can then use these values to reproduce the selected color in a wide variety of programs. Pixie will also show the current coordinates of your mouse pointer.

Does anyone know an alternative to Pixie that works well on HiDPI monitors? Pixie doesn't correctly detect the current mouse's pixel on high monitor resolutions well.

@Mixture - Thanks! I decided to go with the original inspiration for Power Toys's Color Picker - https://github.com/martinchrzan/ColorPicker. It's not portable, but it is simple like Pixie. Colora was also a consideration, but it was a bit less easy to use, so I decided not to go with it. ColorGrab is a no-go because it uses Electron which is too heavy for a simple color picker utility.

Color Warlock is a color chart program for building palettes and referencing color codes. The program can copy html hex color codes and other color types to use and share them with others. View options include multiple columns, hex color values, and sorting by brightness, name and saturation.

The program includes a Chart Builder to create your own color chart files or you can use available color palettes including a web safe selection, MS Office and even standard Crayola crayons.
