Snapshoter is a small screen image and video capture program, clipboard manager, image composer, and a post-it note function. Supports layers, Dropbox, and collages.
Note that most of the functions are explained by a mouseover at the bottom of the window.
Cross-platform with support for Mac, AmigaO/AROS, and MorphOS.

Really glad I tried this, usually I use fascapture, but this has some great features over it. Like others have said an ability to be able to save captures as pdf would be nice, but hardly essential. There are other programs on here to convert images to pdf.

Ergonomy is greas, and also has some new ideas compared to the top tool fscapture, but there must be the possibility to save png and pdf formats
