PNG policy (Twitter)

Twitter recently introduced a policy for handling various image formats, mostly moving everything to JPEG. This less important that Twitter is doing something, but that other sites are likely to follow suit with their policy.
What interesting for us is that there are a number of different tools on the site that can help get to the bit depth that will be accepted by various services.
