NewFileTime is a small but effective tool that provides you easy access to correct or manipulate any of the timestamps for any file and folder.

This is useful for other tools that rely upon timestamps (archiving and automation programs) or removing indicators that a file was modified recently (for security).

How to extract:
  1. Download the ZIP package and extract to a folder of your choice
  2. Create an empty text file and name it NewFileTime.ini
  3. Launch NewFileTime.exe(ANSI) or NewFileTime_uc.exe(Unicode) or NewFileTime_x64.exe for 64-bit

It works but its not the most user friendly app I've ever seen, but 2B fair it did change my file time with a little experimenting.

Pretty much works, but not the easiest thing in the world to figure out. It works with your Windows Explorer and is a click-and-drag operation. There are a limited number of buttons so it's not too hard to eventually figure out what to do though it can be frustrating. Does include all three dates.
