I added QuickViewer to the database.

With 48 releases in less than 4 months the program has matured enough. I was waiting for support for animated graphics files (APNG, GIF) and since now QuickViewer handles animated images just fine I thank it deserves to be in the database.

Thanks to the developer, Kanryu Kato for his excellent work, for fixing bugs quickly and for implementing suggested features.

Before I begin, I have to point out the author of Quickviewer
https://kanryu.github.io/quickviewer/ is actually pointing to this thread as the first external review link on his page. Great to see.

I haven't tested it to this point as I've been exceedingly happy with JPEGView (https://www.portablefreeware.com/index.php?id=1749), but recently had a chance to try something else. Smaragdus has been talking up this program for some time now so I definitely had to go here next.

I needed to add file associations for the machine I was on even though it's of course not portable. I was pleased to see the variety of formats supported including APNG.

Anyway it's working better than Windows default image viewer so far so good.

Problems:

* Open with Subfolders Image (no idea what this is) froze the program on Win7x64
