Regarding the second program (Starter), the only 64 bit alternative I can recommend from the top of my head is the DotNET (v3.5) dependent Startup Delayer Standard (BTW, the old v2.x is also free, almost portable and doesn't require DotNET, but, alas, 32-bit only). For more info, check http://www.portablefreeware.com/forums/ ... php?t=5974 ...

Another very similar program, also DotNET (v3.5) dependent but claiming portability (untested!), is My Startup Delayer: http://www.myportablesoftware.com/mystartupdelayer.aspx.

Not mentioned in the topic referrenced above, but well worth a look, is Argente Startup Manager, which claims both portability and 64 bit support (untested!):
Symantec also makes Startup Explorer available free, but I have no info on bitness or portability (given past record, I wouldn't entertain any high hopes; it's at http://www.pctools.com/startup-explorer/).

Related: Autoruns (http://www.portablefreeware.com/?id=87), Winpatrol (http://www.portablefreeware.com/forums/ ... php?t=5794).
