Q-Jot 5.9
The latest version appears to have been made fully portable without need for Universal Extractor:
Theirs: 5.9
http://www.xtort.net/xtort-software/qjot/
Ours: 5.8
http://www.portablefreeware.com/?id=329
... this update doesn't have any release notes but the program claims to save to .doc format, something that at least one user complained about in the comments.

I will attempt to contact the author but would appreciate any help.
Re: can Q-jot be set to recognize a portable Wordweb?
reply from author\developer "I dont know, I never tried this yet. I will put it on my list though!"
