How to increase max volume ?
Quite often on youtube
I try to listen to a video
which is set on max-volume
but the sound can barely be heard
even with my laptop volume is on max.
Is there a program that can inscrease
the volume to greater than max volume ?
And then save the file with new max+ volume ?

For media files with low audio I usually open with VLC
it can increase volume by 400% I think

I would try messing with system settings, updating sound card drivers, the standard stuff. After that if you're still having issues on the Youtube side, VLC will frequently push past 100% of a video's standard volume (which isn't more than the soundcard can handle, despite what Dell might say). You'd obviously want to download it using one of the Youtube downloaders.

Use headphones or an external speaker if you want better sound quality and loudness from your laptop.
One trick you could do is to go in into sound settings, speaker properties, go to enhancements, enable the Equalizer and raise all the frequency sliders to the max. It should slightly increase volume.
If you see a "Room Correction" option, enable that instead of the equalizer and increase the dB for every speaker channel to +10dB for a bigger increase in volume.
If the soundcard is Realtek then just go to the Realtek audio manager thing and you can find the Equalizer in the Sound Effects tab and Room Correction will be its own tab.
edit: apparently room correction is only for 5.1/7.1 speaker setups.
