To get around the fact of it being an installer, if you rename it to *.cab instead of *.exe it will open in any common archive expander. From there you can extract the TweakUI.exe file and run it separately.

Well, i've been using TweakUI for a while now and i find it a great benefit, (as a Technomancer), to be able to 'Tweak' stuff on XP. Watch out though, it has a downside, the golden rule here is if you don't understand what it's doing then don't do it.
Brilliant program though.
actually, this program isn't portable anymore, if you're going to link to Microsoft's page.
They have a "setup"install now...which makes it very ANTI-portable...
Looking for a portable version now....
Useful tweaking tool, It's missing the "backup/restore settings prior to tweaking" option though
