Anyway, since you are in Charleston, SC, your default code page is most likely in Windows-1252.

So if you find a program, feed it some characters outside of Windows-1252 and see if it accepts.
Keep in mind there are programs in which unicode support is irrelevant (e.g. network tweaking programs).
