It's a few years old at this point, but is free and has some nice extras I haven't seen elsewhere.

openElement® is a powerful and intuitive web authoring program for creative professionals. Compatible with XP, Vista, Windows7 and Windows8
Steps: Download and use Uniextract2, launch openElement.exe

Status: Not portable, writes to AppData\Local. This one might technically qualify as portable as almost all settings are pushed into the project files, but admittedly the light/dark setting would annoy me to have to continually modify. Tested v. 1.57 on Win10x64.

Note that it includes a local webserver, but I didn't test that.
