Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Some minor (but welcome) updates from the PDFSAM's basic version:
In this new release we added ToC generation to the merge task, we upgraded the PDF engine so results from the split tasks are optimized and in some case they will be way smaller then before, we performed some user interface adjustments that users suggested, you can now turn off the notification that asks for a donation and finally you can save a workspace on exit and load one passing it as a command line argument to PDFsam.

In case it is of use for sombody else. I did try PDF Shaper to split a pdf but it returned empty pages.
So I found an open-source App with a claimed portable zip and version in Windows, Mac and Linux (java app).
It can be launched with JavaLauncher. I haven't tested it for portability.
PDFsam Basic is our free and open source desktop application to split, merge, extract pages, rotate and mix PDF files.
Edit: the new version has additional features but I'm not 100% sure that all features from the old program are present in the new. I recommend keeping a copy of both and can make the old version available if anyone needs it.
This program has saved me several times now. I've used it both with standard PDFs and PowerPoint decks to compare two very similar files in a page-by-page or slide-by-slide view to see even very minor changes between versions by just jumping back and forth between pages.
I'm still having Java problems (as mentioned with my DocFetcher post) but jPortable and PortableApps' Java Launcher was able to get it done with the Platform independent portable zip archive: http://www.pdfsam.org/download-pdfsam-basic/ and launching the pdfsam-community-[version].jar file.
