According to the README, one of the changes in the improved "v10.0" version is:
moved the ini file location to %AppData%\Roaming\Microsoft\WinFile
That suggests that the original_plus version is indeed portable. (AFAIK, in Windows 3.x days, storing settings in program folder was common practice.)

I don't consider myself the nostalgic type and never thought I'd miss anything about Win 3.1 but surprise, surprise I find I really missed that menu system.
