There is a portable version out from PortableApps

https://portableapps.com/apps/graphics_ ... r-portable

The standard version doesn't appear to be on the website anymore but Majorgeeks has a mirror: https://www.majorgeeks.com/files/detail ... eblur.html

The software itself has not been updated since it was first posted about here, but I haven't seen a lot of other software in this space. I for one seem to spend at least a few days a year on cleaning up crap images, so it's good have these tools handy.
