DesignersTools - color, background, onscreen ruler

Some interesting color and desktop tools. Download lists a portable version so I thought I'd give it a try even though development seems to have stalled.

Status: Unknown, wouldn't start on my Win10 machine.

Thanks to webfork for mentioning this interesting and useful set of tools.
DesignersTools works fine on my Win10 machine .... Humm ... well with the exception of the "Background Tool" ... that "does nothing" or I can't figure out how to use it.
