XnResize

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

XnResize:

I could not find a reference to this app on TPFC.
It seems portable, though I did not test it in depth.
If portability is confirmed , XnResize would be a great addition to the DB.

Frustratingly, Fast Image Resizer (not to be confused with Fast Stone Photo Resizer) no longer works because drag-and-drop on Windows 10 is at best spotty with older programs. So XnResize looks like a good alternative, as it supports but doesn't require drag-and-drop.
