Topic update: MonPwr still available from both its own homepage and Softpedia.
Regarding system traces, I couldn't detect any after running it in Windows 7 and then using the "Uninstall MonPwr" from the program UI (see bottom button of screenshot below), which makes it stealth but not portable; I'm quite sure a yaP launcher would easily remediate the portability aspect.
