I sort of winced at the "Ribbon Style" thing mentioned since I loathe the Office 2007 Ribbon, but it really works here. The smaller number of image features actually makes sense for the graphics editor setup here, unlike Microsoft's effort, which just feels cluttered and unintuitive.
There also a pixel ruler and prominent fullscreen button. A welcome update.

How can I use it as portable software? With this last release it creates a config.ini file in Roaming folder and don't work if I move this ini in its folder.

On XP it created an empty folder (%APPDATA%\picpick) but the picpick.ini was created in the Application Directory. I tested this in Sandboxie.
1. Opened PicPick in Sandboxie, it created the pikpick.ini in the Application Folder and an Empty folder at %APPDATA%\picpick.
2. Copied picpick.ini from Sandboxie to PicPick folder and deleted contents of Sandboxie.
3. Opened PicPick in Sandboxie again and found it used the picpick.ini but created that same Empty folder at %APPDATA%\picpick.
4. I then did test 3 again without Sandboxie and again it created the same Empty folder at %APPDATA%\picpick.

The author answered me that this issue will be fixed soon, in the next release.
