Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

I'm so very confused...could someone, please, tell me what exactly is the problem? It's just an .exe file in a .zip archive. It can be easily extracted. What am I missing here?
Maybe check that the Hash is the same as the below. Because I just downloaded again and extracted without any problem. It sounds like there might be a System or 7-Zip problem. MD5: 97415105C65CC88D21871E232BC6AB45 & CRC32: 64A5AC96
