The official installer can be (Uni)extracted -- it's built with NSIS, and all needed files will be inside the '_•€' folder -- and settings are kept in 'stunnel.conf' inside program folder.
There's something of a learning curve to be able to use it, so reading of the (extensive) documentation is recommended; I'm listing below two resources I found that may help with it, since their pre-configured examples can work as guides...
- Stunnel_portable is a blat (viewtopic.php?t=2690) bundle available from the blat Yahoo! group (which I took the liberty of mirroring to http://mir.cr/0LOB6MXZ);
. - Portable HFS is now an obsolete package (WARNING: includes Heartbleed afflicted OpenSSL v1.0.0c libraries!), but contains an example configuration file for stunnel v4.35, plus an AutoIt utility ('confmakr.exe') for setting needed configurations through the GUI...
