I did a search for Qsel and Popsel on this site. They were both rejected because they don't support relative paths. That must have been some time ago, because the Readme.txt states "Fully suported: commands with relative path".
So, I would like to suggest both programs again.

I have been playing with Qsel (currently v2.17) since it now has discrete 32 and 64 bit versions -- I must confess that I'm very pleased with it and find it should get a little more attention.
Contrary to its beginnings, it is now natively portable and totally configurable via text files placed in its folder. Its memory footprint is tiny (9-13MB for x64) and for such a little utility, its functionalities are rather well documented via several 'readme' files and an excellent windows online help. I should also mention that variable and path handling seemed superlative to me.
My wishlist:
- º The program titlebar can be easily hidden (context menu or F4), but to change 'Category' one has to click a small '<' symbol in the top-right corner, which doesn't work if you haven't visited the other categories beforehand (via the category menu, right-clicking the category name; the category menu entry in the system tray icon menu also refused to work) -- displaying categories names in tabs would be much easier and intuitive;
º Categories can be individually configured ("Configuration" on the context menu or F2) and the entries get saved in a 'category.qsl' text file with a very simple structure, which is great, but the program and category settings ("General settings" on the context menu or F3) are stored in 'qsel.ini' -- this can be confusing for beginners, more so because the respective UI dialogs are not integrated and you have to close one to access the other;
º The context menu "semi-transparency" can be changed in the INI file (Alpha=[value]), and on Windows 7 (only) the value '0' makes the background fully transparent -- but with Cleartype turned on, most fonts will make icon captions look ugly, so an option to hide the captions and show them as tooltips would be very welcome;
º Program title and icon can be changed by the user via INI entries ("ProgTitle=[value]" and "ProgIcon=[value]"), but when I tried it with a 'ProgIcon=%windir%\shell32.dll,87' line, the tray icon just vanished and I had to resort to killing Qsel via task manager;
º Separators can easily be created (see help), but only show when the "Large icons?" option isn't enabled and then only as horizontal stroke lines -- since my toolbar is horizontal, I wish they'd be displayed vertically, too;
º With ever increasing screen resolutions, even with icons set to large they look somewhat smallish -- configuration of icon size should be set by the user, or at least there should be a third option (48, 64, 128, or even 256 pixel squares).
