Portable Freeware Submission" thread, which is where you're posting to now. Which is fine. Maybe you could point out what you're seeing that's unclear. Here's the current language we've got in the process from the FAQ and the Add Entry text...
FAQ:
"It's recommended that you go this route AFTER submitting the program in questions to the forum, or there's a good chance it won't get the necessary votes to go public. However, if you feel sure it will be welcomed, you can start the process by going to the home page and selecting "Add Entry""
Add Entry:
"We highly recommended first posting the program to the Portable Freeware Submission forum. Although you may feel you have software that should go public immediately, that depends on votes. Posting it to the forums lets you find out if others feel the same and gather more information. For example, another member might suggest other categories, post a better screenshot, or could find a portability issue."
