Vector drawing utitlities for Xara, Inkscape etc

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Old thread update:

Based on the program description, it does appear to be of the "noinstall" variety and writes to companion INI file. However, i can't tell if Xara is a dependency or not.
