This supports only PDF versions 1.0 - 1.5. Every PDF I tried it with was version 1.6, so this tool was useless.

Depends on GDIPLUS.DLL - Website also has a "Buy Online" button with a "$79 to get full version" tag. I haven't run this program long enough to find if there are any 'gotchas' but hope to discover if this is a keeper or not, soon.

The version of TweakPDF is now 1.53 and it does cover PDF versions from 1.0 through to 1.7 - I was able to use TweakPDF to tweak a PDF file down to a earlier version and was able to open that PDF on an earlier copy of Acrobat Reader, running on an older computer. So in that sense, I found this utility to be useful.

not a freeware

Not Freeware. After a trial period it will not work on PDF files greater than 2MB without registration

I need a program that will rotate a pdf by 4 degrees counterclockwise. I just discovered I can't do this in Acrobat!

BGM: I don't know of a program that will do that.  My best guess is a combination of 3 programs: export it to a high-quality PNG using PDF-XChange, rotate it using PhotoScape, and then convert back to PDF using LibreOffice.  Please post in forums if you find another method.
