CherryTree is an hierarchical note-taking application. It features rich-text formatting, syntax highlighting, spell-checking, image insertion and password protection. Data is stored in a single XML or SQLite file. Import from plaintext, HTML or your favorite note-taker, including Zim, Treepad, Keynote, Mempad and RedNotebook. Export to PDF, HTML or plaintext files.

Cross platform with versions available for Linux. CherryTree Portable is a portable wrapper for CherryTree.

CherryTree produces great formatted HTML export. It's fully customisable after-the-fact, with the included styles.css. Embedded files, images and the HTML files are stored separately from each other.

i2pdf (image to pdf) is a fast and compact application built to create PDF documents from a collection of images, typically scanned from a paper source or in form of digital photographs. i2pdf allows control over the final quality and size of the images stored inside the PDF. Supports JPG, PNG, BMP, GIF and TIFF file formats.

Note multi page / multi-frame formats are not supported (for example, multi-page TIFFs or animated GIFs). Additionally, transparency data is not preserved whether a PNG or GIF file.

Note: Development of i2pdf is stopped, only bug-fixing if required from now on, no new features.

This is an easy print-to-PDF tool for programs like PowerPoint and LibreOffice Impress that can export their content to a page-per-image. I've also been using it a lot lately to avoid the built-in JPEG-based compression that many other export tools integrate.

XnView is a feature-rich, customizable media viewer that supports more than 400 formats. Includes batch image converter/renamer as well as basic transformations (rotate, filters, effects, colors, multi-page etc.). Various viewing settings include tabbed interface, fullscreen, slideshow, web page, contact sheet, image compare and filmstrip layout. Includes scanner support, screen capture, Photoshop's 8bf plugins, image search, histogram, metadata viewer, automatic crop (deletes background), watermark, flash export and more. It can also store thumbnails to a temp folder rather than each image folder accessed, which is handy for portable use.

Alternatively, XnView Portable is pre-configured and automatically supports PDF interpreter/rendering engine Ghostscript Portable.

MSVCR71.DLL MSVCP71.DLL are no longer dependencies
only `msvcp110_win.dll` but it's lazy loaded

I use it since W98. Very easy copy/paste/crop/resize/scan/print/sharpness and many other things.
Dont have a pen/filler. Not a full img editor but very easy and has many options.
Fully work is done with xnview, mspaint(for pen) and PaintDotNet for layers.(except for the layers that xnview does not have, everything is easier with xnview)

ImBatch is a powerful image processing tool with a long list of available tools for modifying one or more files. Available options include resize, rotate, modify colors, metdata, blur, shadow, crop and many more. Tasks can be chained (e.g. adjust contrast + sharpen) and reordered to just preview not just one change but multiple edits. Any process can be saved for quickly assembling future edits.

The program can also optimize images, create or add to an existing PDF, create animations (GIF), and upload the results to a remote server. The program can also passively watch a given folder for images to process and longer operations can put the computer in standby to save power once they conclude.

Smart functions include autocrop, auto-enhance, auto-stitch (for panorama-type images). The program supports a wide range of formats, command-line operations and batch task settings for easy load/unload of operations.

Includes a wide variety of views including table of contents, rotation, facing pages, book view (2 pages side-by-side), full screen and presentation mode. Includes support for bookmarks, command-line arguments, hotkeys, and more. Additionally, SumatraPDF can function as a portable browser plugin. Version 3.2 (2020) no longer supports XP (last XP version is 3.1.2)
