Inkscape is a vector graphics editor and open alternative to commercial apps like Illustrator, Freehand, CorelDraw, or Xara X. Useful for branding, icons, web design, publishing and even illustrated maps, it supports features like shapes, paths, text, markers, clones, alpha blending, transforms, gradients, patterns and grouping. Uses the open W3C standard Scalable Vector Graphics (SVG) file format, as well as exporting to other vector-based and standard image types like PNG. Imports formats such as JPEG, PNG and TIFF.
Inkscape Portable is a portable wrapper distributed by the publisher using the PortableApps.com format. Alternatively, X-Inkscape is another wrapper that writes settings to the application folder.
Those on Windows XP and Vista should use 0.92.3 as that is the last supported version for those operating systems.

V0.48.2
The X-Inkscape link points to http://inkscape.org/. Furthermore now is only available a winPenPack stable version (and not also a beta) at this link http://www.winpenpack.com/en/download.php?view.39. Please, edit the entry. Thank you.
V0.48.2
Now I would really recommend my own Inkscape Portable above any other form of portable Inkscape. It's supported by Inkscape.org and PortableApps.com as the official portable edition of Inkscape and is available from http://portableapps.com/apps/graphics_pictures/inkscape_portable or http://inkscape.org/download/. It's also apparently smaller than the WinPenPack version (just going by figures, I haven't downloaded theirs).
I would recommend instead of X-Inkscape, my own Inkscape Portable - http://portableapps.com/node/16491; due to some fiddly work, I've got around the APPDATA storage thing, and it is completely stealthy. Nothing will be left behind.
The version currently packaged at portableapps.com is 1.1.2
