PDF-XChange Editor is a fast, feature-rich PDF viewer and editor with a tabbed interface. The program includes edition of text-based PDFs, OCR of images to fully text-searchable, full document spellchecking, rotate/crop, comments/annotations, QR codes and more. You can apply custom stamps from any image/PDF file/Windows clipboard, mark-up pages with text and objects and add/edit hyperlinks.
The program supports import and export to text or image (BMP/JPEG/TIFF/PNG etc.).
Note: The free PDF-XChange Editor lacks some features present in the registered version (payware). Some "Pro" features can be used, but will add a watermark upon saving.

@dekahog & Cornflower: So have I... (y)
v10.3.0.386
Technically it falls under the category of shareware; however, the freeware viewer/annotation and some basic editing is not time limited. If you "hide" the licensed features (either in File, Preferences, Registration, or under Help, License Key), then everything you see in the menus or context menus is free, indefinitely. I've been using this version for many years now without incident or watermarks showing up.
v10.3.0.386
it's not free, it's shareware.

Alternatively, MS word versions from 2013 and above, can convert PDF into Word format, which you can edit as needed. You can then save the document as a Word file or as a PDF document again.
v10.1.2.382
To fill out forms, simply use the typewriter tool in the freeware portable version.
v9.3.361.0
The download button doesn’t seem to work atm. It takes me back to this page.
But you can get the tool from the website. Click on the DOWNLOAD arrow and select the portable version.
As a simple test, I tried what I consider the most useful function of filling in a form. But on trying to add text, I got the warning that it’s a paid feature and subsequently the watermark on the saved document. Consequently, I consider the free version next to useless.
There are free online PDF editors that will do such tasks without watermarks.
v9.3.361.0
I'm happy to notice the freeware version of PDF-XChange Editor still exists, according to https://www.tracker-software.com/product/downloads
"More than 70% of the features in PDF-XChange Editor do not require a license to use."
v9.3.361.0
It is shareware.
v9.3.361.0
more than 70% free functions for basic tasks without any ads, the software is really great, can edit text without watermark, if you just need basic viewing and editing then it wins For you, advanced functions need to purchase a license.
