Free MP3 Cutter and Editor can do simple edits to WAV and MP3 files, including volume changes, fade-in and fade-out and delete sections. Can convert mono to stereo and vice versa.

Note: The program by default saves MP3 files at 128 bitrate.

How to extract: Download the "Portable Version" ZIP package and extract to a folder of your choice. Launch MP3Cutter.exe.

A few disjointed comments...
1. The version is up to 2.8
2. The portable option has been reinstated.
3. I just wanted to snip unwanted sections; this did it simply and intuitively.
I find "more advanced" editors get confusing.
4. MBAM finds a PUP in the file. Seems like a false positive to me (I added an exclusion)

Only an installer is provided for downloading, but it can be (Uni)extracted and is portable/stealth.

Further to lautrepay's observations:

Comparing the current webpage to previous:
The Download installer Version has grown from 962KB to 1.01MB
Both Version history pages are up to 2.5 and have not changed

The installer will extract OK

But beware the following:

Chips: MP3 Cutter has fewer features but a much smoother, approachable interface. I think it still has a place in the database as a basic audio editor, where mp3DirectCut is for advanced users.

My comment got trimmed. MP3Direct Cut loads and saves almost instantly. MP3 Cutter took 20 seconds to load, 40+ seconds to save a cut, and upsampled to 128KBS. No option to change this, no position markers. Avoid the program for now.

Numanoid is right. Worse, MP3 Cutter alters bitrate despite the claim that the quality is not changed.

I tested with an 6.6MB OTR file encoded at 32kbs / 24000 Hz (a 28-minute Dragnet episode).
