Win-X-Move solves the issue of trying to target the pesky titlebar to move a window, or the even more elusive corners to resize it. The program allows you to move any window by dragging it from anywhere while pressing the ALT key, and resize a window by right-mouse-button-dragging it from anywhere while pressing the ALT key.

I like KDE Mover-Sizer more. It is written in autohotkey and you can change the code - for example, I added a shortcut for keeping the active window on top of the others.

Great app. I like playing with desktop customization. Sometimes windows title bar just goes off the screen especially when I move the taskbar to the top of the screeen, and I can't move the window at all. This app really helps much.
A low-memory usage [2 megs] user-interface update so simple and obvious, you wonder why this hasn't been on Windows for years. Especially useful for larger monitors (1280x1024 or above) that need to have multiple simultaneous open windows.
Windows should have this feature integrated (Linux has had it for years).
