Well they got one thing right... they ditched the original .net application!
This looks promising... I'll be interested to check it out. It's very hard to find a good personal finance manager program, let alone a portable one, believe me I've tried!
and this looks even more promising; from the website...
"...Does not require an install. Can run from a USB key."
However, before we get completely carried away just because it doesn't require installation doesn't make it portable. I shall check when I get a chance.

It appears to be portable, although the zip file is actually a zipped setup file. I had to use Uni Extract to get to the files:
msvcm80.dll
msvcp80.dll
msvcr80.dll
sqlite3.dll
Great find Nuno!
A minor note: I was surprised to discover that the program comes setup with only a small number currencies. In truth it is two, namely the US dollar and the Euro (although several entries exist for different countries using the Euro like Spain, France and Germany for example). No British Pound, Japenese Yen or other prominent international currencies.
- Saves its settings to "mmexini.db3"
- Seems to create some minor registry entries for storing MRU directories and an extension association for Money Manager's MMB database files (the file type in which user data is stored)
- Seems to need some dll files but I didn't need to register them, I just left them in the same directory as "mmex.exe".
