Unfortunately, I think this sort of thing will keep happening. That's one reason we scan all the apps we release and hash them, comparing the hash to the download on the user's end. That way even if the publisher gets hacked, the PA.c Platform will refuse to run the installer. Fun fact: At least two portable suites/updaters distributed the infected versions of CCleaner in 2017 to users and never informed them.

I used to be a big fan of CCleaner, before it morphed into an abomination from the nethernet.

So here's another stone for it's tomb:

Microsoft Defender warns that CCleaner is a PUA

I think Microsoft made the decision due to the use of dark patterns in the installer, which is beyond just bundleware but not as far as installing without any notice or warning. As Piriform says they are resolving this, I'd wager they'll either soften or remove the dark patterns.

v5.40.6411 is the last version that works without these nonsense and does not go online.

Not stealth, creates:
HKLM\software\Piriform\CCleaner
HKCU\current\software\AvastAdSDK
HKCU\current\software\Piriform\CCleaner

Should block these on hosts:

Incidentally, I just saw this:
Microsoft has created a PC Manager app for Windows 10 and above computers. It works a lot like CCleaner to boost PC performance and clean up systems.

It worked for me but the site came up in Chinese only. I downloaded and tested it in a VM and it was basically just a central location for existing tools.

Thanks John! Still doesn't work for me. DNS resolves, but even ping did return any packets.

I will let it go and maybe revisit again when they have an English site.
