Synopsis: LiquidIcon XP is completely free, portable and lightweight, and works on every version of Windows! Features include an integrated icon browser for icon extraction, create multi-icon resource files, image manipulation functions such as flip, rotate, and reflect, full gray scale, color and gradient palates, transparency support, image effects such as capture, text and buttonize, along with standard image editing tools. Supports 16x16, 32x32, and 64x64 icon sizes.

How to extract: Download the no-install .exe file to a folder of your choice. Launch the program by double-clicking on LiquidIcon.exe.

License: Free for personal use

System Requirements: Win95 / Win98 / WinME / WinNT / Win2K / WinXP (early OS's may require installation of Microsoft VB6 Runtime Libraries installed on your computer to properly run this software)
