Is there a reliable program that monitors changes of web pages and notifies one if there are changes?

Perhaps UrlyWarning, if you can still find it somewhere (old program).

It looks really sharp and just put out an update:

https://sourceforge.net/projects/webchangemon/
https://www.softpedia.com/get/Internet/ ... itor.shtml

We already have an excellent freeware monitoring effort from billon, but the included import/export function might make it a good way to collaborate on monitoring freeware updates in the future.

I had to conjure up something for a site that doesn't provide a RSS feed.

I ended up using Pipes, which is sort of a Yahoo Pipes clone. You can create RSS feeds from any webpage, but it helps if you have a little knowledge of HTML to fully customize your feed and understand how to use it.

Their documentation has a video walkthrough of how it works:
https://www.pipes.digital/docs#how
is it stealth? ;)

If the site you want to watch has a sitemap.xml file, parsing sitemap.xml will be easier

Definitely like how it highlights changes automatically and will ignore minor changes. This is definitely going to come in handy.

I looked into this and the short version is that it seems the program only accepts 25 checks in the free version.

Now I understand what lintalist meant about "no limits":

So the program is fortunately also available for Firefox, and I was pleased to see that I could add a list of URLs I care about by creating a CSV. Unfortunately it seemed to only accept 6 imports at a time. I guess this is a freemium service and they want you to pay for any real import options. Which is fine, but wish they'd just give you some kind of prompt for that.

I had about 50 urls and it kept giving me a "Monitor limit exceeded". I cut down the results several times and it finally didn't throw an error with just 10 URLs, but of those it only accepted 6 at a time. A bit of digging later, it's basically a service behind an add-on. I need to check a LOT of webpages once a week for any changes so ... the search continues.

Testing now. It seems to keep opening a separate window that it says "please don't browse in this window". Is that just me?
