Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Bulk Crap Uninstaller at version
3.3. It seems to be portable and stealth- settings saved in
BCUninstaller.settings file inside program folder. Compared to other uninstallers (
Geek Uninstaller,
Revo Uninstaller,
Wise Program Uninstaller) this one is a bit heavier but offers a lot of information and options and GUI is very good. Although
Bulk Crap Uninstaller requires
.NET I like this uninstaller.

My guess is
BCU is designed to deeply interact with system settings, something that testing in a sandbox obviously precludes.

Absolutely correct.
However, it can be tested in a VM environment but I was too lazy at the time

Version 3.7.1:
Only some files in CryptnetUrlCache (I believe because it checks certificates of installed programs) and same in the registry.
I removed XP from supported systems - too many problems IMO
