QuickImageComment (metadata utility)

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

The last version of QuickImageComment requires DotNet (2.0) - don't know when this came up, but on my Win8.1 it asks for downloading and installing this upon start...
