Two updates here:

First:

The excellent Splat also has some of this functionality for programs that you launch yourself via the Launch Priority options:

... though not as effective as Daphne's Affinity controls.

Old thread update:

For a solution to a similar problem, see "slow down writing to the disk," especially if you have low RAM and/or a magnetic hard disk.
