I made a mistake in my previous post. You simply need "insert" rights to access dump.php.

To have insert rights, you must be:

1) Logged in
2) Not banned
3) Registered for more than 1 day

Anyway, to have edit rights (to edit existing entries in the database), you must have:

1) Insert rights
2) Rank > 0

To have rank > 0, you need:

1) To be registered for >= 30 days
2a) To have posted >= 10 messages
** or **
2b) To have posted >= 2 public database entries

From that I'd gather I'd have insert rights... but it still won't let me access that page?
