7+ Taskbar Tweaker allows you to configure various aspects of the Windows taskbar.

Just tried this because I was annoyed with Windows not allowing me to drag and order my taskbar thumbnails.

Works well. Uses about 1.8MB of RAM and is the same for uncompressed filesize.

If anyone knows of a similar app, let me know!
is it stealth? ;)

Absolutely hate this software, because once you use it you'll never want to go back the old standard Windows way again and this will become a requirement on every computer. Joking aside though this is a great app, and I never new it was portable, I always thought it required settings to be stored in the registry.

I would argue that injecting a Dll into explorer.exe isn't Portable, regardless of whether or not settings are stored in the Registry.

FYI, user olliebean warns there's no direct auto-upgrade path for the portable version (while providing a workaround) at https://www.portablefreeware.com/?id=2577#comment31133.
