Haven't seen this around, so I'm submitting it to the forum for member input.
DeskSave (http://www.desksave.de), is an utility to save and restore one's desktop icon layout, that can be made to run portable.
P.S.: There's an older but similar solution I have been using forever here, but it was last updated in 2004...
