[Falkon: formerly known as] QupZilla [discontinued]

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Thanks webfork. Entry looks good!

Can I suggest editing the name of this topic to Falkon instead of Qupzilla?

I also made a change to the alternative apps portion of the entry and replaced them with Otter Browser and X-Chromium. I listed Otter because it's probably the closest match to Falkon and X-Chromium because it's the base browser used for all the other Chromium derivatives.
is it stealth? ;)

The OP isn't mine, those brackets mark a third party addition to its subject -- they're customary in press environments, as in editor notes, for example...

Falkon 3.2.0 is out. Currently only available for Linux. The developers have very little manpower left.

Lack of resources notwithstanding, the changelog* looks pretty impressive and the official download still advertises Windows portability (untested!):
Windows 7 is minimum supported Windows version. You can choose between Standard (system-wide) installation and Portable installation which only extracts files and setup the application to run in portable mode by default.
