User Midas has helpfully contributed a fresh source for this app and I did some checking around.
I don't know if this is of use to anyone but while I had the data I thought I'd post it here
as it seems a recurent issue.

The version referred to on its entry page was the "portable edition" ZIP package
icofxpe.zip (1.42 MB) MD5 069E5551B7DEEE6F37833E8930E66A34
it unzipped to yield a IcoFX.exe (2.63 MB) MD5 83431F88976D77A90429EFC128FBE1E0
2,764,800 bytes created 17 November 2008, 21:15:38

The "portable edition" ZIP package is currently still available at
'RGhost-file sharing' http://rghost.net/27075971 with those hashes

Midas has helpfully located another on filehippo
this is the installer/setup version which will uniextract OK
but curiously yields a IcoFX.exe of slightly differing size and time:
2,764,288 bytes 17 November 2008, 21:19:20

I can't explain the size discrepancy but it is IMO likely just fine
