Based on some user comments on the entry, I decided to put a note about the unofficial Universal Extractor. However, if linking to some comments on updating to the latest Innoup would be more helpful, I'll switch it.

LangFilePath=Languages\Artweaver_en.lng

is obsolete, Artweaver starts in English even with an empty .ini. Changing en.lng to de.lng doesn't change the language to German. Changing the language via settings adds another line to the .ini.

To change the language before the first start, the ini should look like this (DE for German, IT for Italian).
