Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

I hesitated between posting TagSpaces (untested!) in the non-portable freeware forum instead of on "Resources and Links", considering its decidedly multi(plat)form nature -- it exist as a program for Windows, Linux (including special releases for Ubuntu and Android) and MacOS, as well as a browser extension for both Chrome and Firefox (and there's also a beta package for OwnCloud extension). Anyway, here it is...
TagSpaces is an open source personal data manager. It helps you organize files with tags on every platform. [...] TagSpaces is running completely offline on your computer, smartphone or tablet and does not require internet connection or online registration. You can still use platforms like ownCloud, Dropbox or Bittorrent Sync in order to sync your files between devices.

Nah, not really -- getting too old (and dumb) to learn any new tricks. I like the conceptual abstraction from the filesystem, though, like a personalised logic grid to manage your local underverse... ;)

TagSpaces is at version 1.11.0.

To run it in portable mode, (uni)extract the installer and launch tagspacesp.cmd.

Currently the tags are added in name of the file, so for example if you tag the file “img-9832.jpg” with the tags “sunset” and “bahamas” it will be renamed to “img-9832 [sunset bahamas].jpg”. A version of TagSpaces which saves the tags in a sidecar files will be released soon."

Version 2.2.1 seems portable but not stealth.

Settings and user generated data are saved in the application folder within \tagspaces-2.2.1-win64\tagspaces\tsprofile folder
Creates a folder in \AppData\Roaming\tagspaces

Auto-check for updates is enabled by default.

I tested this out briefly and really liked the emphasis placed on keeping things local and private:
