Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.
WinDataReflector is a lightweight file synchronization and backup tool that wraps up fast file comparison and transfer algorithms into a simple and clear interface that offers you visual comparison of files and folders before synchronizing and backing them up and support for two way synchronization with fully customizable rules.

UniExtract and move the single executable to a folder of choice; settings will be written to a 'settings.dat' file inside program folder (untested for other REG and/or %APPDATA% leftover traces). Somewhat obnoxious menus...

Just extract the exe from the zip file and place in any folder that your user account has write privileges to or (under win7) right click and "run as administrator" otherwise settings and tasks info won't be saved.
Old topic update: As informed by the dev, WinDataReflector now has natively portable packages for both 32 and 64 bit Windows; there's a favorable review at:
Exact mirror still cannot be achieved using WinDataReflector- for example if destination folder contains sub-folders which don't exist in source folder, these sub-folders won't be deleted- WinDataReflector can be set to delete files that don't exist in source folder, but it doesn't delete sub-folders that don't exist in the source folder. I contacted the developers several times to add an exact mirror mode (since Custom cannot serve as exact mirror- no deletion of sub-folders) and they said that would add such a feature in the next release but they they didn't.
User REVerdi is right, since version 2.0.0WinDataReflector is no longer freeware but a severely crippled demo:
Free version cannot be used to synchronize more than 150 files,
create more than 3 tasks or use automation (realtime, USB detection, scheduler).
Consider buying a license to bypass these limitations.
Screen
The Purchase Page is hidden and can be accessed only from "Order License" button ("Upgrade" - "Order License"). The sneaky way the developers changed the license is disgusting and hideous. They used users feedback, bug reports, feature requests (including mine) to develop the product and covertly and stealthily switched to commercial license without even announcing it in the changelog.
The last really free version is 1.8.1.
Such dishonest behaviour should not be tolerated- Downvote!
I think there could just be a line in the description mentioning the last full-featured freeware version is 1.8.1, and link to a mirror, like many other programs that have had similar changes in the database. On the other hand downvoting will eventually make the entry private, yet the prior version still looks to be a decent sync program that people may find useful.
Here's an Archive.org mirror of v1.8.1.1 portable 32-bit. Unfortunately the last archive.org crawl of the 64-bit version was from 2016 and 404s anyway, unfortunately.
