This would be pretty simple to create in AutoIt.
Edit: The design of the application is quite bad as you have to have an understanding of batch files, it also doesn't take in to account programs already in the startup folder or registry.

This is different approach but for me it works:
I'm using Executor to launch multiple applications. E.g. I have the keyword "0" configured to launch Opera, Total Commander and PowerPro. Earlier these applications started with Windows but I decided to launch them manually. This way they only starts when I need them.
(Executor also has an option to start applications when it starts up)

I would vouch for Startup Delayer, which I've been using for a long time -- it isn't portable (to the best of my knowledge) but the Standard version is free... (comparison matrix at www.r2.com.au /page/products/premium-edition/startup-delayer/).
If I'm not mistaken, there's something very similar hidden somewhere in WinPatrol, too...
Oolauncher has most of the functions of the old (non-DotNET v2.x) Startup Delayer (minus the nicer interface and drag'n'drop), appears to be portable (saves settings to 'settings.ini' in program folder) and also doesn't require any DotNET...

I recently moved to Win 8.1 (was actually forced to... Between you and I, I profoundly hate it) and I am really in the need of a good startup tool.
Going to test Startup Delayer, Oolauncher and MultiRun... See which one works on Win 8.1 (that's always a mystery) and delivers
